I found that disabling "Cached Exchange Mode" stopped the sync errors which allowed me to focus on the client and not the server for a resolution to my issue. The immediate effect of the remainder of Tuan's advice seems to have worked so far, but I just applied it (and hadn't restarted the pc yet). But, that item just got added on Mar6, and my sync errors go back to Jan3, the date I started my consultation. You could set up a retention policy in Exchange to accomplish the same thing, though. Its accualy driving everyone crazy. After a while you will see the sync issues folder filling up again.
Hopefully this will help anybody who already tried to rebuild the "ost" file like I did several times, without solving the issue. The failed items were moved to your Local Failures folder and replaced with copies from the server.
